Annotation:	Current approaches of institutional factors’ implementation into the policy of regional development in the world are investigated. An estimation of prerequisites that exist for the design of territorial and industrial clusters in the regions of Ukraine based on index of regional social fragmentation is offered. It is set that above mentioned index reflects the level of fragmentation of economic agents’ interests.
