Annotation:	The article summarizes the experience of realization of scientific and technical policy of the leading countries of the world in the conditions of globalization. The main directions of state support and regulation of R & D in developed countries are highlighted, the functions of state regulation of the scientific and technical sphere are singled out. The specifics of state support and regulation of scientific and technological activities in certain developed countries are analyzed.
