Annotation:	Scientific and methodical approaches to the definition of economic purpose of land used in open cast mining are summarized and improved to make the methodical basis for sustainable development of man-affected areas. The planning of methodical environmentally balanced structure of technogenic land is offered. The criteria for selecting the direction of waste land development are determined.
