Title:Environmental and economic factors of cross-border cooperation in the context of the bug euro region

Annotation:The article reveals the need to develop cross-border cooperation of the Bug Euroregion. The socio-economic and environmental indicators of the Bug Euroregion have been determined, as well as the tendency of the nature use of the Volyn region in 2017 since the agricultural nature utilization is 1079.8 thousand hectares, the region and has a specific geopolitical location and significant natural resource potential. To calculate the socio-economic and environmental indicators of the Bug Euroregion, a different set of factor values and time interval was formed to determine the most significant factors influencing the ecological status of the region, and it was proposed to calculate the ecological, economic and social forecasting model of the region, which provides the relationship between economic, environmental and social index balanced use of nature. The assessment and further development of the region is made, as well as correlation between the economic, environmental and social components of the development level is established. The analysis revealed the relationship between the components, which indicates a positive development trend, because it allows generalizing further research on the use of institutional aspects for the development of balanced environmental management. It has been proved that in general, environmental management in the Volyn region has no balanced use, which indicates that there is no effective environmental policy in the country. Based on statistical data, we calculated the effect of decoupling in the Bug Euroregion, in particular in such regions as Volyn region (Ukraine), Brest region (Belarus), Lublin Voivodeship (Poland) for the period 2008–2016, where there was analyzed the dynamics of environmental and economic indicators for the development of the border regions of the Bug Euroregion. The calculations show that the negative effects of the economic development of the Bug Euroregion on its environmental sphere are increasing. Within the studied 9-year-period, the growth of the economy was mainly driven by the use of extensive development factors. Thus, it becomes clear that reducing the cost of resources per unit of economic output and reducing the negative impact on the environment is possible through the intensification of national cross-border cooperation programs. From this point of view, the achievement of the decoupling effect should be one of the main priorities for the development of cross-border cooperation in the Bug Euroregion.
