Title:Institutional environment of local social goods production

Annotation:The article is devoted to substantiation of theoretical and methodological approach to research of institutional environment of production of public goods and establishment of its essence. On the basis of a retrospective analysis of views on the essence and mechanism of public goods’ production, the effectiveness of narrowing the subject area of their research to the territorial level and of operating the concept of «local public goods» is demonstrated. The concepts of the neoclassical school of economic theory (A. Marshall), Keynesian (J. Stiglitz), the theory of city economics (Ch. Thibault, P. Derrick, G. Hilbert) and the theory of social choice (K. Arrow, J. Buchanan, G., Tallock, M. Olson) through the interpretation of the essence of the «local public goods» category and features of the methodology of their research are analyzed. Positive aspects of the latter are identified and some limitations of its use in the analysis of public goods’ production are indicated. It is proposed to use a systematic approach as a methodological basis of studying the institutional environment of public goods’ production, at the expense of which the society was presented as a system in which elements interact – people as carriers of a complex of economic, political, socio-cultural and legal needs. The necessity of integration of the institutional methodology into the systematic approach has been proved, which allows to find out the forms and mechanisms of coordination of activities of people in their desire to fulfill their needs derived from the activity of subjects in all spheres of public organization. As a result of presenting society as a system of interaction of people whose activity is regulated by norms and rules of behavior in economic, political, legal and socio-cultural spheres, a general understanding of the institutional environment and its separate component – the institutional environment of local public goods has been formed.
