Title:Institutional complementary of transforming the educational space

Annotation:The article is devoted to the process of highlighting the problems of transformation of Ukrainian educational space through the view of the theory of institutional complementarity and to the formation of the theoretical basis for the development of public policy measures in the field of institutionalization of higher education. Theoretical and methodological basis of the research is represented by the conceptual foundations of institutional theory, systems approach, cross-cultural analysis and elements of comparative analysis. The retrospective analysis of the views on the phenomenon of «institutional complementarity» is carried out, and the essence of this concept is established in relation to the institutional environment of higher education institutions. Features of university education in comparison with professional one are considered, basic institutional forms of their functioning and interaction are determined. The tendencies of development of university and professional education in the developed countries of the world are shown, their advantages and disadvantages are compared with the educational systems of certain countries. Directions of transformation of higher education in Ukraine are analyzed and their effectiveness is demonstrated. Specific features of Ukrainian higher education institutions’ functioning in market conditions are studied, factors of increasing the competitiveness of domestic higher education are determined. The main problems of institutional nature, which do not allow to adapt the best world experience of higher education development to the Ukrainian reality, are revealed. Particular attention is paid to the inconsistency of mental models which acts as the basis for educational systems of developed countries and Ukraine. In terms of reforms, the necessity of taking into account the specifics of the dominant way of thinking and the value orientations of those who receive education has been proved, and it is shown that it is necessary to build institutions that will correspond to the national mentality through this.
