Title:Information and technological support, digitalization and innovation for «green transformation» in public administration

Annotation:Methods. An interdisciplinary approach combining public administration, environmental economics and digital technologies was applied; systemic and structural-functional analysis was used to identify the relationship between the processes of digitalization and «green transformation», as well as to identify institutional tools in the modernization of the public administration system; for empirical substantiation, content analysis of strategic documents of Ukraine and international organizations was used. Results. The inefficiency of traditional bureaucratic models and the insufficient level of use of information and technological support for solving environmental problems were substantiated. It was determined that Ukraine already has significant achievements based on the approaches of «state as a service» (the «Diya» ecosystem), decentralization (CNAPs and the Digital Transformation Index of Regions), the fight against corruption (ProZorro) and comprehensive strategic planning. The factors of destabilization of governance are identified: outdated infrastructure, cybersecurity threats, the need to update legislation, low level of digital competencies of the population and civil servants. The potential of digital tools as catalysts of «green transformation» is revealed: monitoring systems based on the Internet of Things (IoT) and Big Data, which allow collecting and analyzing data on the state of air, water and energy consumption for making informed decisions; geographic information systems (GIS) for visualizing environmental changes and effective planning of measures; egovernment and open data platforms that increase transparency and involve the public in environmental initiatives; «Smart City» and «Smart Grid» technologies for optimizing the urban environment and integrating renewable energy; blockchain for ensuring transparency and tracking «green» projects and emissions trading. Novelty. Theoretical and methodological principles and practical recommendations have been developed for the effective use of information and technological support, digitalization and innovations to accelerate the «green transformation» in the public administration system of Ukraine. Practical value. Practical recommendations have been proposed for the implementation of innovative public administration solutions in key sectors of the economy. This will ensure the transition from strategic goals to real results based on digitalization and ensure Ukraine's leadership position in the implementation of environmental innovations.
