| Title: | Influence on the system of public governance change of Ukraine’s positions in international rating indicators of foreign trade development in the context of the national economy shadowing as a threat to state security |

| Annotation: | Methods. The results are obtained through the use of methods: comparative analysis and grouping – in generalizing the role and place of Ukraine in international ranking indicators of foreign trade; analysis and synthesis – in characterizing international rankings; inductions and deductions - to outline the conclusions and justify the feasibility of developing mechanisms for public management of foreign economic activity of the country, taking into account changes in the ranking positions of leading international indicators of foreign trade. Results. Ukraine is one of the countries with the lowest level of freedom (including trade) and is characterized as a «mostly not free» country. The index of logistics efficiency confirms the insufficient level of development of transport infrastructure (unreasonable costs for road maintenance, unsatisfactory financial condition and management of state railways, poor reliability of ports). According to the World Trade Attraction Index, the situation in Ukraine is significantly deteriorating every year. According to the level of competitiveness, Ukraine has lost 2 positions, but for the second year in a row the country's place is improving according to the criterion of «goods market». According to the Ease of Doing Business Index, Ukraine ranks lowest among neighboring countries. The results obtained indicate a low position of the country, compared to other developing countries, in the analyzed international rankings and the need for changes in the system of public administration of foreign trade relations in the context of de-shadowing the national economy. Novelty. An assessment of the state and development of Ukraine's foreign trade was made by determining the country's place in international rankings: index of economic freedom; index of involvement in world trade; competitiveness index; ease of doing business index; logistics efficiency index. Practical value. International ratings on the state and development of Ukraine’s foreign trade are analyzed. The results of the study are the basis for improving the mechanisms of formation and implementation of state foreign trade policy, which will positively affect the development of exportimport operations, investment attractiveness of the country and the interest of businesses in entering foreign markets for goods and services. |
