| Annotation: | Methods. Through the application of the generalization method, the dominant theoretical model of the progress of the national economy to a better state has been determined, which scientists associate with the concept of sustainable development. During the construction of the model of the development of enterprises of the fuel and energy complex, the method of creating multilayer cognitive maps was applied, taking into account different levels of decision-making and implementation by economic entities. Results. The author of the article determined that among all the existing methods used in modern economic science to study the decision-making process in the field of development of enterprises of the fuel and energy complex and during the formation of the principles of energy security of the national economy, cognitive analysis is the most constructive one. This approach to the analysis and modeling of complex systems makes it possible to describe the internal structure and various processes that take place inside the system, its interaction with the external environment, as well as to reveal the nature of the influence of the latter and to determine the changes that take place in the management of the current situation and lead to the making effective management decisions. Novelty. It has been proven that a necessary component for building a model of the development of enterprises of the fuel and energy complex is the development of a special method of creating multi-layered cognitive maps taking into account different levels of decision-making and implementation by economic entities. There is proposed the methodology of analysis and management decision-making regarding the development of enterprises of the fuel and energy complex in the system of creating prerequisites for energy security of the national economy on the basis of cognitive modeling. Practical value. The proposed model of the development of enterprises of the fuel and energy complex makes it possible to clearly describe the processes and identify the possibilities of stimulating the formation of the conditions of energy security of the national economy using the tools of state policy. |
