Annotation:	The effect of educational advance on the social economic development is analyzed. To take into account the influence of the degree-of-freedom index on human potential development, it is suggested to complement human potential development index with political, economic and social indexes. Close correlation relationship between education index and human potential development index along with political, economic and social indexes.
