Title:Competitiveness of the intellectual ecosystem of Ukraine: institutional and regulatory aspect

Annotation:Methods. The results of the research have been obtained during the application of such type of methods as scientific abstraction and explication in defining the «intellectual ecosystem», induction, deduction, analysis and synthesis, structural and functional, institutional analysis to track patterns and dynamics of intellectual ecosystem of Ukraine from the standpoint of its competitiveness. Results. It has been found that Ukraine is significantly inferior in competitive positions to countries – intellectual leaders (Israel, South Korea, Taiwan, Sweden, Japan, Austria, Germany, Denmark, USA, Finland) and, in contrast, is characterized by a blurred division of R&D management functions between national public and foreign customers. It has been established that long-term institutional and regulatory transformations in the scientific sphere of Ukraine in the medium term have destabilized the development of intellectual resources and potential as well as the formation of an intellectual platform. It has been determined that the underfunding of national institutions – the main producers of scientific and technical products, initiators of applications for registration of intellectual property, participants in international scientific, technical and educational cooperation, in the emergency of the political situation in Ukraine – is explained by the relevance of social and infrastructural cross-border cooperation programs. Objectively assessing the above facts, the author concludes that the process of formation of the intellectual ecosystem of Ukraine continues. Novelty. In the course of the research of defining «intellectual ecosystem» the author's definition has been suggested as well the vision of its architecture and component filling in modern realities of Ukraine has been formed. It has been revealed that today the specifics of the institutional and regulatory support of the R&D sphere have a dominant influence on the competitiveness of the intellectual ecosystem of Ukraine. Practical value. The differences identified in the methodological approaches of international and national government institutions concerning the assessment of the intellectual ecosystem, the disproportion of funding for research in Ukraine, the imperfection of the mechanisms of program and grant support of research institutions can serve as a basis for improving the corresponding public policy.
