Annotation:	Interrelation between economic and civil society is revealed, its role as «country failure» regulator is analyzed. The interconnection between the level of economic development and civil culture is substantiated. The peculiarities of civil society development in Ukraine are determined, the directions of fostering social and political activities of citizens are pointed out.
