Title:Conceptual approach to the management of labor potential development of an enterprise

Annotation:Methods. The theoretical and methodological basis of the research is the work of domestic and foreign scientists. The results were obtained with the application of a system of methods: the method of logical analysis made it possible to develop the logic of the research; deductions – to identify individual factors affecting the development of labor potential; analysis and synthesis - for the formation of a scientific approach to the development of the labor potential of domestic enterprises. The graphic method made it possible to visualize the obtained research results. Results. Domestic enterprises need the formation of approaches to the development of labor potential, which will allow them to ensure proper development and competitiveness. The article presents the principles of a conceptual approach to the development of the labor potential of enterprises. Its main elements are identified and described: labor potential, personnel development, formation of labor potential and development of labor potential. The main regularities of the development of the labor potential, which determine the constant progressive or regressive change of the labor potential, are determined. It is substantiated that the process of development of labor potential can be reduced to three interrelated directions: quantitative (ensuring labor productivity), qualitative (increasing the competencies and competence of personnel) and structural changes (optimizing the personnel structure). A conceptual approach to managing the development of the enterprise’s labor potential has been built, taking into account all the main elements. Current theoretical approaches in the methodology of labor potential development are grounded and structured: management by instructions, management by goals, management by competencies, management by values. The symbiosis of these approaches should ensure the development of the labor potential to the required level. Novelty. The elements of the conceptual approach to managing the development of the labor potential of the enterprise in the form of a superstructure are substantiated, the connections between the proposed elements are revealed. Practical value consists in the possibility of applying the developed conceptual principles for managing the development of labor potential by enterprises of various industries. The obtained results allow domestic enterprises to be included in the processes of labor potential development and at the same time ensure competitive advantages in the relevant markets.
