Annotation: | Methods. The use of the abstraction method allowed us to identify the attributive characteristics of labor market processes and to highlight their main components. The analysis and synthesis method allowed us to assess the features of traditional and modern approaches to management, ensuring the definition of a model necessary for labor market management in modern conditions. The use of the classification method according to the principles of general and specific analysis allowed us to identify business processes of the labor market according to the principles of a process approach. Using comparative and abstract-logical analysis, an objective assessment of the effectiveness of the developed model was carried out and the feasibility of developing and implementing a process model to achieve a balance between demand and supply in the labor market was substantiated. Results. The study conducted a comparative analysis of approaches and models to management. The effectiveness of using a process approach to labor market management using a process model was assessed and proven. A graphical method for modeling labor market business processes was proposed as a tool for abstractly reflecting the structure of the processes of the object under study. The main and auxiliary processes of the labor market were identified and described. A general map of the labor market process system was developed and proposed. A detailed map of the main processes of labor market formation was proposed according to the principles of the process approach with the definition of all process attributes. The general characteristics of the labor market process system and their features were described. A graphical model of the labor market process system was developed. The results obtained confirm the advantages of implementing a process approach to labor market formation, which will allow for detailing the main, auxiliary processes, management and development processes, identifying bottlenecks and correlating the process system to the strategic guidelines for labor market development. Novelty. The scientific novelty lies in the application of a process approach to the formation and management of the labor market, which, in combination with modern requirements for its functioning, will allow creating an effective toolkit and mechanisms for the development of the relevant market. The author's definitions of the concepts of process model of the labor market , business process of forming supply in the labor market and business process of forming demand in the labor market are provided. The advantages of using this approach in the conditions of labor market development are established. Process maps are proposed for improving market mechanisms of forming demand and supply, which is a new approach to labor market management at all levels of the hierarchy. Practical value. The results of the study have practical value for labor market participants, including the state, enterprises and employees. The integration of the principles of the process approach with traditional methods of labor market management opens up new opportunities for developing effective strategies for forming the labor market in accordance with the needs of the economy and smart specialization of regions. The study is also useful for developing targeted programs for the development of human capital and the effective functioning of enterprises in various sectors of the economy, taking into account the innovative vector of state development. |
