| Annotation: | Methods. The theoretical and methodological basis of the research is the provisions of the concept of Global Public Governance, the modern theory of public administration and international humanitarian law. To achieve the set goal, a set of general scientific and specific research methods was used: system analysis – to study the structure of the legal mechanism of public administration of the humanitarian space; institutional analysis – to determine the role of international organizations in the formation of global humanitarian policy; comparative legal method – in the study of international legal acts and mechanisms of their implementation; structural and functional analysis – to substantiate the relationships between the components of the legal mechanism; scientific generalization method – in the formation of the author's model of the legal mechanism of public administration of the humanitarian space. Results. It was established that in the conditions of modern global challenges, the humanitarian space is transformed into an independent object of global public administration, the effectiveness of which is determined by the quality of multi-level institutional interaction. A structural and functional model of the legal mechanism is proposed, which structurally includes regulatory, institutional, managerial, monitoring and responsibility blocks. Novelty. The scientific novelty lies in the development of theoretical provisions on public management of the humanitarian space by integrating the concept of Global Public Governance into the study of the legal mechanism of its functioning. For the first time, a structural and functional model of the legal mechanism of public management of the humanitarian space at the global level is proposed, which considers it as an open multi-level system of interaction of international legal, institutional, organizational and digital management tools, united by the single goal of ensuring humanitarian security, protecting human rights and sustainable development. Practical value. The proposed model can be used by state authorities, international organizations, higher education institutions and scientific institutions in the development of conceptual documents, programs for the development of the humanitarian sphere and conducting further scientific research. |
