| Annotation: | Methods. To achieve the research objective, institutional, semantic, and analytical methods were employed to systematize security concepts and the actors involved in security governance amidst military threats. Content analysis and the normative method were used to organize the legal and regulatory framework, publications, and instructional-methodological materials in the field of security governance. Results. The theoretical and methodological foundations of the formation of an integrated system of good security governance (Good Security Governance) and Crisis Management at the subnational level in conditions of military threats are substantiated. The essence of security governance as a multi-level system (strategic, operational, tactical levels) is revealed, which unites the efforts of state authorities, local governments, non-state institutions and the public to protect against conventional and hybrid challenges. The important role of cooperation between territorial communities and preventive mechanisms in ensuring comprehensive security at the local level is proven. It is substantiated that the construction of an integrated system of security governance and crisis management requires proper coordination, the use of high-tech solutions and clear tactical algorithms. Novelty. For the first time, there has been conceptualized, substantiated the concept of an integrated system of Good Security Governance and Crisis Management, which is focused on implementing the concept of national resilience, comprehensive integrated security, as well as intersubject interaction, ensuring flexibility, adaptability and efficiency of actions at the strategic, operational and tactical levels of management in the face of conventional and hybrid threats, as well as terminologically recorded in the discourse of public management and administration. Practical value. The development of the proposed integrated system will help ensure continuous coordination of state, military, public, and business entities of governance (inter-entity interaction), their readiness, and synchronism of decisions at the operational and tactical levels. |
