Title:Business process management in the conditions of inclusive spatial development of territorial communities

Annotation:Methods. In the research process, a set of scientific methods was applied that provided a systematic disclosure of the issues of business process management in the context of inclusive spatial development of territorial communities. In particular, the analysis and synthesis method was key to assessing the current interaction of business, government and community, as well as to identifying critical barriers to inclusion. The comparison method allowed comparing successful practices of different communities in integrating social business into spatial planning, focusing on public programs, SME support and digital solutions. Ultimately, the structural-functional approach allowed developing an integrated author's model of inclusive management, which harmoniously combines social, economic and environmental aspects of territorial development. Results. The work proves that the implementation of the principles of inclusion in business process management is a necessary condition for reducing socio-economic inequality and stimulating the sustainable development of territorial communities. It was determined that the main barriers on this path remain the weak institutional capacity of local authorities, the low level of intersectoral interaction and the fragmentation of local economic policy. In contrast, the described successful cases of social entrepreneurship in Ukraine convincingly demonstrate the practical effectiveness of an inclusive approach, especially in creating jobs for vulnerable groups. To overcome the challenges, practical recommendations have been formulated, which include the integration of ESG principles, the active use of digital tools for monitoring and strengthening financial support for small and medium-sized enterprises (SMEs) focused on the social priorities of the community. Novelty. A governance model is proposed that involves the integration of economic, social and environmental factors, as well as active citizen participation. Emphasis is placed on ESG approaches as a tool of local governance to ensure transparency, social justice and environmental responsibility. Practical value. The results of the study can be used by local governments, businesses and public organizations to formulate policies aimed at inclusive spatial development. The proposed tools - business incubators, digital platforms, SME support mechanisms - can be integrated into community management practice. The recommendations will contribute to increasing the involvement of vulnerable groups in economic life, reducing segregation and strengthening social cohesion. The study is of particular value for communities that are in a state of reconstruction after armed conflicts.
