| Title: | Process-oriented paradigm of labor market management in Ukraine under martial law: essence, implementation specifics and transition algorithm |

| Annotation: | Methods. The study is based on a combination of general scientific, statistical-economic and specific methods. The method of analysis and synthesis, abstraction, historical-logical approach and content analysis were used to process classical sources on the process approach, which allowed to identify the attributive characteristics of processes and form the theoretical basis of the processoriented paradigm of labor market management. Comparative analysis, as well as methods of systematization, classification and abstract-logical generalization were used to compare traditional and process approaches to the labor market, structuring business processes and determining the main attributes of business processes of the labor market. Statistical-economic and structuraldynamic analysis were used to process data on the current state of the labor market under martial law. Results. The article examines key demographic, economic and security trends in the formation and development of the labor market in modern conditions of the functioning of the economy. The impact of martial law, labor migration and structural imbalances on the functioning of the labor market is described. The paper proves the feasibility of transitioning to process-oriented labor market management. The essence, principles and main tasks of the process approach are determined in theoretical and applied aspects. Theoretical developments on the application of the process approach in labor market conditions are systematized. Based on the generalization of international practices, it is proven that the efficiency of the labor market largely depends on the standardization, measurability and consistency of operational processes. The paper forms the conceptual basis of process-oriented labor market management and proposes a detailed algorithm for the transition to a process model, which includes the stages of a strategic roadmap, detailing of the process system, regulatory and methodological support, technological conditions, piloting and scaling. Novelty. The scientific novelty lies in the formation of the author's vision of a processoriented paradigm of labor market management under martial law as an integrated model that combines the principles of international quality standards, process management and digital coordination of labor market entities. For the first time, an algorithm for the transition to processoriented labor market management is proposed, focused on coordinating the activities of the state, educational institutions and employers within a single process system. Practical value. The results of the study can be used in state employment policy, regional human capital development programs, modernization of the employment service, development of digital tools for monitoring and analyzing labor market processes. The algorithm for transitioning to process management can serve as a practical tool for the consistent implementation of more effective, integrated and predictable mechanisms for regulating labor demand and supply. |
