| Title: | Metallurgical industry of Ukraine: wartime structural transformation, current state and assessment of production potential losses |

| Annotation: | Methods. The results were obtained through the application of the following methods: structural and functional analysis – to determine the place of the metallurgical industry in the national economy and to identify the relationships between its subsectors; comparative analysis – to compare the pre-war and wartime conditions of the development of Ukraine’s metallurgical complex; statistical analysis – to assess the dynamics of pig iron, steel and rolled products production, as well as the extraction and export of iron ore raw materials; a systems approach – to examine changes in the production, spatial and export configuration of the industry; and the method of generalization – to form a classification of metallurgical enterprises according to their current operational status. Results. It has been revealed that the metallurgical industry of Ukraine has undergone a profound spatial, production and export reconfiguration under the conditions of the full-scale war. It is shown that the loss of the Mariupol steel plants, the Avdiivka coke plant and a number of enterprises located in temporarily occupied territories led to a sharp decline in the production potential of the industry, the disruption of certain technological stages and a shift in the territorial core of metallurgical production. It has been established that in 2022 there was an unprecedented decline in the production of pig iron, steel and rolled products, while in 2023 the industry stabilized at a low base, and in 2024–2025 demonstrated a partial recovery due to the restructuring of logistics, the operation of the maritime corridor and the concentration of production at enterprises in central Ukraine. It is substantiated that the current model of functioning of Ukraine’s metallurgy combines the restoration of export orientation with a simultaneous increase in the role of the domestic market for metal products. It is proved that the recovery of the industry has an asymmetric structural character, since the segments of pig iron and rolled products are recovering faster than steelmaking production. Novelty. The study systematizes the current structure of Ukraine’s metallurgical industry taking into account subsector differentiation and the actual status of enterprises, which are classified as operating, partially suspended, and lost or located in temporarily occupied territories. It is diagnosed that a key feature of the current stage of industry development is not only the reduction of production capacities, but also a transformation of the export-raw material model, the strengthening of the role of the iron ore segment, increasing import dependence in certain segments of the domestic market and the growing importance of logistical and energy factors. Practical value. The study proposes guidelines for the formation of state industrial policy and strategies for the post-war recovery of the metallurgical industry aimed at the modernization of production capacities, diversification of logistics routes, strengthening of the raw material and coke base, expansion of the domestic market for metal products, reduction of import dependence and implementation of decarbonization technologies in accordance with European environmental requirements. The obtained results can be used in the development of programs for the recovery of the mining and metallurgical complex, in assessing structural changes in industry, and in substantiating long-term directions for the development of Ukraine’s metallurgical sector. |
