Title:Ways of reproducing the human resource potential of Ukrainian industrial enterprises under conditions of migration losses

Annotation:Methods. The methodological toolkit used in this study is aimed at ensuring a systematic disclosure of the issues related to the reproduction of the human resource potential of industrial enterprises in Ukraine under conditions of migration losses. The methods of analysis and synthesis were used to generalize theoretical approaches to the study of migration processes, transformation of the employment structure, and mechanisms for reproducing the personnel potential of industry; the statistical method was applied to analyze the dynamics of employment and wage levels in industry and other sectors of the economy during 2019–2024; systemic and structural-functional methods were used to substantiate the relationship between migration processes, labor shortages, and structural changes in the labor market; the method of generalization was applied to formulate directions for reproducing the human resource potential of industrial enterprises under conditions of a wartime economy and post-war recovery. Results. Migration processes have become one of the key factors in the transformation of the employment structure in Ukraine and have significantly affected the human resource potential of the industrial sector. It was established that during 2019–2024 the number of employees in industry demonstrated a steady downward trend under the influence of external labor migration, internal population displacement, mobilization processes, and enterprise relocation. It was substantiated that despite the growth in wage levels in industry, the shortage of qualified personnel continues to deepen, especially among technical and blue-collar professions. It was revealed that structural changes in the labor market are accompanied by growing demand for specialists related to the digitalization of production, automation of technological processes, and post-war infrastructure recovery. Novelty. The theoretical and methodological approaches to studying the impact of migration processes on the employment structure of industrial enterprises have been improved through the integration of the analysis of personnel losses, labour market transformation, and changes in the professional and qualification structure of employment. The scientific substantiation of the directions for reproducing the human resource potential of industry has been further developed based on integrating mechanisms of professional training, personnel retraining, return of labour migrants, digitalization of production, and strategic HR management. Practical value. The obtained results make it possible to substantiate the priority directions of state and corporate policy in the field of reproducing the human resource potential of industry under wartime and demographic challenges. The proposed approaches can be used in the formation of vocational education programs, employee retraining systems, development of industrial parks, stimulation of labour migrant return, and implementation of modern personnel management technologies at industrial enterprises.
