| Annotation: | Methods. The results were obtained using the following methods: the systems approach – to study international economic partnership as a factor in the resilience and adaptability of Ukraine’s economic security system; structural and functional analysis – to identify the relationships between external threats, partnership formats, and security capabilities; classification and systematization – to group external threats and partnership formats; the matrix method – to select partnership formats depending on the type of threat and the response horizon; and generalization – to identify directions for strengthening Ukraine’s economic security. Results. It was established that international economic partnership acts as a system-forming factor in the resilience and adaptability of Ukraine’s economic security system. Resilience was clarified as the ability to preserve and restore critical economic functions, while adaptability was defined as the capacity to modify the structure of resources, institutions, logistics, and managerial decisions in response to external threats. External threats and key formats of international economic partnership were systematized. A structural and functional model for transforming partnership formats into stabilization, adaptive, and transformational capabilities was proposed. A matrix for selecting partnership formats according to the type of threat and the time horizon of managerial response was developed. Novelty. The scientific novelty of the results lies in the development of theoretical and methodological foundations of international economic partnership as a mechanism for building the state’s security capabilities. The structural and functional relationship «external threat – international economic partnership format – security capability» was substantiated. The principle of security-conditioned openness was further developed, combining international integration with the diversification of critical dependencies, localization of knowledge and competencies, and preservation of strategic decision-making capacity. A differentiation of partnership instruments by type of threat and response horizon was proposed. Practical value of the results lies in their potential application in shaping state economic security policy, recovery and structural modernization programs, setting priorities for international economic cooperation, coordinating international projects, and developing economic diplomacy. The proposed provisions can be used to align partnership instruments with the nature of external threats and the required response horizon. |
