| Title: | Ukraine’s innovation potential as a resource basis for enterprise development in the startup ecosystem: determinants and prospects |

| Annotation: | Methods. The results were obtained through the application of a systems approach to analysing the startup ecosystem as a set of interconnected actors and resources, within which Ukraine’s innovation potential is defined as the resource base for its functioning and development. An author-developed methodology was applied, involving the normalization of 13 primary indicators and their aggregation into three components of innovation potential: financial-resource, human-scientific, and digital-infrastructural, as well as an innovation implementation component. Based on these indicators, an integral innovation potential index and an integral innovation implementation index were calculated, together with the gap between them (GAP), the innovation return coefficient (IER), and the coefficient of variation of the components (CV). Results. It was established that the relationship between Ukraine’s innovation potential and its implementation within the startup ecosystem is characterized by an imbalance. In 2020–2021, the integral innovation potential index exceeded the innovation implementation index, whereas from 2022 onwards the opposite situation was observed, except for 2024. The IIP decreased from 0.502 in 2021 to 0.030 in 2022, while the IIR declined considerably less, from 0.383 to 0.310. At the same time, the innovation return coefficient increased to 10.26 in 2022, while resource return increased to 4.71. Novelty. An author-developed approach to assessing the relationship between Ukraine’s innovation potential and its implementation within the startup ecosystem is proposed. Unlike rankingbased assessments, the approach enables their comparison on a common normalized scale over time. The diagnosis of innovation performance has been improved through the simultaneous use of integral potential and implementation indices, the GAP indicator, the innovation return coefficient (IER), and the structural imbalance coefficient (CV), making it possible to distinguish genuine efficiency improvements from pseudo-efficiency caused by a contraction of the resource base. Practical value. The research findings can be used to monitor the state of Ukraine’s innovation potential, identify priorities for national innovation policy, and develop measures to support the startup ecosystem. The proposed indicator system is based on publicly available statistical data, ensuring that it can be regularly replicated and updated annually. The identified priorities for restoring the financial-resource and human-scientific components are of particular practical importance as prerequisites for the long-term viability of the startup ecosystem. |
