| Annotation: | Methods. The methodological basis of the study is the system and process approaches, which provide consideration of the intellectualization of the enterprise’s capital as a holistic multi-level system of strategic and tactical management in the digital economy. In the process of the study, the methods of economic and mathematical modeling, regression analysis, integral evaluation, decomposition of the strategic gap and the method of hierarchy analysis were used to determine the priority of management decisions. Optimization of the portfolio of tactical measures is carried out using linear programming models taking into account resource constraints and target parameters for the development of the intellectualization of the enterprise’s capital. Results. As a result of the study, an integrated strategic and tactical approach to managing the intellectualization of the enterprise’s capital was substantiated, which ensures the coordination of long-term strategic goals with the system of tactical measures and resource constraints. An economic and mathematical model for assessing the level of intellectual development of the enterprise, a mechanism for identifying the strategic gap and an algorithm for forming a portfolio of management initiatives based on the method of hierarchy analysis and optimization modeling were developed. The proposed structural-logical matrix of strategic-tactical management allows you to formalize cause-and-effect relationships between strategies, measures, and performance indicators, which increases the validity of management decisions in the digital economy. Novelty. The scientific novelty of the research lies in the development of an integrated strategic-tactical approach to the management of intellectualization of the enterprise’s capital, which combines strategic goal-setting with a formalized mechanism of tactical implementation based on the assessment of the strategic gap. The methodological tools for making management decisions have been improved by integrating regression modeling, the method of hierarchy analysis and the optimization model for forming a portfolio of initiatives in the digital economy. Practical value. The practical significance of the results obtained lies in the possibility of using the proposed integrated strategic-tactical approach to substantiate management decisions regarding the development of the enterprise's intellectual capital, taking into account resource constraints and strategic priorities. The implementation of the developed model allows to increase the efficiency of the use of intellectual, financial and investment resources, reduce strategic gaps and ensure the growth of the enterprise’s competitiveness in the digital economy. |
