Title:Strategic guidelines for the digitalization of Ukrainian transport enterprises: the economic and legal dimensions

Annotation:Methods. The methodological framework of the study was based on general scientific and specific methods, including the method of abstraction, used to determine the essence of digitalization of business processes of transport enterprises; the systems approach, applied to substantiate the economic, technological, and legal components of digitalization; methods of analysis, synthesis, and generalization, used to examine strategic regulatory documents and systematize the main areas of digitalization; the comparative method, applied to compare strategic and regulatory provisions in the field of transport digitalization; and the grouping method, used to distinguish strategic priorities according to their economic and legal components. Results. The study established that the strategic guidelines for the digitalization of transport enterprises in Ukraine are determined by a combination of state strategic priorities, regulatory and legal requirements, and the economic needs of enterprises. The main areas of digitalization include electronic document management, digital logistics, transport process management, information interaction, and integration into the European digital environment. The study substantiates that the selection of digital solutions should take into account their regulatory and legal conditionality, economic effectiveness, significance of the respective business processes, digital compatibility, level of risk, and strategic prospects. Such an approach makes it possible to link digitalization measures with the objectives of enterprise economic development and to determine priorities based not only on technological capabilities but also on the expected economic and organizational outcomes. The systematization of digitalization areas, covering managerial, operational, logistical, documentary, and service business processes, demonstrated that their digital renewal creates opportunities to reduce administrative and transaction costs, increase productivity, and improve the quality of transport services. Novelty. The scientific novelty of the research lies in improving the approach to the formation of strategic guidelines for the digitalization of Ukrainian transport enterprises through the integrated consideration of economic and legal factors. The proposed approach provides for the assessment of the regulatory conditionality of digital changes, their economic effectiveness, the significance of business processes, digital compatibility, level of risk, and strategic prospects. Unlike approaches that primarily focus on the technological aspects of digital transformation, the proposed approach makes it possible to align the selection of digital solutions simultaneously with the requirements of the regulatory environment and the objectives of enterprise economic development. Practical value. The practical significance of the obtained results consists in the possibility of their application by transport enterprises when developing and adjusting digitalization strategies, identifying priority areas for the digital renewal of business processes, and assessing the feasibility of implementing specific digital solutions. The proposed combination of economic and legal guidelines can be used to coordinate digitalization measures with regulatory requirements, the resource capabilities of enterprises, and expected economic results. Its application also creates organizational and methodological prerequisites for preparing transport enterprises for integration into the European digital transport environment.
