Annotation:	Theoretical and methodological approaches to estimation of social-environmental-economic urban development are considered. Display groups for estimation procedure are determined. An integral index is designed: the index of social-environmental-economic urban development – allowing to diagnose quantitative and qualitative parameters of the city development.
